if Enginerering are stating that "These procedures are called when you cancel out of newly created calls. Could also happen when you have a session timeout and the polling service is releasing locked calls for the officer (but only on calls that are still is the new state).". Myself and Udo have examples of calls being deleted by the Remove_Call stored procedure when an officer is logged out that were not in a new state (CALL_OPEN_FLAG = -1),
I have had at least 2 calls deleted today which were in an open state (CALL_OPEN_FLAG = 1) and the previous Data showed a Call in a closed state (CALL_OPEN_Flag = 2) .
It appears that there is an issue when the poling service is releasing locked calls for an officer when they are being logged out, all the examples of calls that have been incorrectly removed by the system have a removal date/time within a few tenths of a second of their logout time.
Can you update the call with engineering.
